The version of creatio used is 8.0.9.1582.
I performed the operation as a user with the "system administrator" role.
I used to be able to switch to debug mode, but not for some time.
I don't remember changing the permission settings.
I performed the following operations to solve the problem, but could not resolve it.
After making the screen transition from "SystemDesigner" -> "System settings" -> "Debug mode",
After changing the "Default value", the following message was displayed when the "save" button was clicked
Insufficient permissions to edit record in object "System setting (view)".
After moving from "SystemDesigner" to "Object permissions" to "System setting (view)",
When I try to change the setting after moving from "SystemDesigner" to "Object permissions" to "System setting (view)", the following message appears
You do not have permission to perform this operation.
Please contact your system administrator and request permission to perform the following system operation with code: " CanManageSolution". Permissions to system operations are managed in the "Operation permissions" section of the System designer
After navigating from "SystemDesigner" to "Operation permissions" to "CanManageSolution", the system administrators were already registered.
If anyone knows the cause, please let me know.

Most likely, your user was removed from admins or your user lost their inhereting rights.

I contacted support and was able to resolve the issue.
Support's reply to this matter was as follows
The issue was caused by the recent update of the site to the 8.0.9 version, sometimes after the update there's a need to additionally relicense the site and flush its Redis, which I did and resolved the issue.
Could be useful to have common known issues and issues fixed added to the release notes :)
