Hello,
I need to give non-admin users the ability to create/edit dashboards (the new/edit/copy/delete menu options are disabled for users). I cannot seem to find the setting/permission to allow this. I've looked in operational permissions, system settings, object permissions, etc and can't seem to find anything.
How can I give this permission to users?

Dear Ryan,
Please check object permissions for object called "SysDashboard" they should be like those provided on the screenshot http://prntscr.com/nw0weh. If they are the same as on the screenshot then relicensing of your instance may be required. Please contact support@bpmonline.com and ask to relicense your application.
