i have a doubt on newly created system setting on binding part.After transferring the package system setting which is was created is showing but the value is not showing. can anyone help on this issue

There are two parts (records) for a system setting.
- SysSettings - contains the definition for the setting
- SysSettingsValue - contains the value for the setting
You need to bind the data for both to the package. You need to add the binding for the SysSettingsValue entry for the setting in the package separately.

Yes, it is still needed.
You can find it in advanced settings typing SysSettings in the search bar as it is shown on the screenshot attached.
