Creating External Portal

I'm about confused per Creatio's documentation on creating external portals: https://academy.creatio.com/docs/8.x/creatio-apps/8.0/more-apps/portal/customize-portal/customize-portal-freedom-ui as the link does not actually reroute to a corresponding external portal document for 8.3.

With that being said, is the correct process for building portals to map an object/list to a Freedom UI section and then set that section's permissions to the corresponding External User role?
