I am at the end of the page but the Save and Publish button was not accessible in the edit section. So had to put a comment in the original post as a edit.

Meanwhile, you can try to zoom out in your browser in order to see the buttons.

I get weird behavior in Safari when visiting the community forums. Every now and then it won't scroll until I resize my browser window. Also, I've had to add the footer to my adblocker to remove it completely since it would stick and cover content (looks like that is what is happening in your screenshot). I don't seem to have any issues when using Chrome (that I've noticed).
