It does not appear that the sales pipeline allows "drill-downs" like other metrics, and graphs do. When I click on one of the categories it does not link to a list showing the records in that category. Is this accurate, or is there a setting a need to turn on.

as I asked myself the same before - to my knowledge the OOTB Sales Pipeline consists of specific hardcoded functionality, for example to allow using the extra fields in the Stage Lookup to customise what the Pipeline shows and in which order.
However for the same reason, it seems like the standard drill-down functionality is not available. If needed, you can instead build a custom pipeline widget and re-name the stages to start with numeric values, as then you can also sort them by Name ("01 Proposal", "02 Presentation") for correct display. Not very elegant, but does the job.
