I have migrated a package from a 7.17.2v environment to a 7.18.1v environment, and the left side panel is not loading correctly in the destination environment.

The issue happened because of the difference in versions between these 2 environments. Our recommendation is to restore the destination website with the backup taken before the deploy, update the dev website from which the package was taken and try to re-deploy it again once the dev website is updated to 7.18.1 version.

Do I have to first upgrade the destination environment to 7.17.2v?

Yes, please make sure that the both websites are on the same version and includes the same products in their product bundle.
