I am reaching out to inquire about the possibility of integrating the version controlling system GIT with a Creatio cloud-hosted application. Specifically, I am interested in understanding if there exists a method to retrieve changes from the application, even in instances where the application itself is not installed on my personal computer.

Technically, it's just not possible unless you have either the Creatio system exported to the file system, or you're working with a package that exists locally in the file system.
Just mentioning this for you to look into - Clio Explorer for VSCode has some options for saving to/from Git. To be honest, I've not used these options so not sure if they work as intended for cloud systems or will accomplish what you're after - these might only work for a local Creatio that exists in the file system, but is something you can explore.
