The error appear when the compile done successfully and I made all IIS_USER permissions for the whole Terrasoft.WebApp folder.

Dear Njoud,
This error message occurs only in case there are issues with .Dotnet Core SDK. Try restarting the physical machine and if it won't help please try installing 3.1 .Dotent Core SDK and restart the physical machine.
Also please double check the bit version of the .Dotnet Core SDK and also check if all the required components are enabled in the IIS-server.
