after following these steps, rule appeared in "setup duplicate rule" . I made "Use this rule on save" checked.
But when saving contact data , even i save duplicate taxPayer ID, this is rule is not applied.
Please help me . What can be done!

Basically if you added new duplicate search rule by following the article:

It should work in appropriate way. There is some ways how you can try to resolve the issue by yourself: check if all actions from the article was performed once again, relogin and flush the redis.
Also please check if "Active" checkbox is checked http://prntscr.com/njuafl
