How to be able to create static folders for accounts?

I am just wondering if static folders are possible to add to accounts. I have tried inserting a static folder from a sql script into AccountFolder table and when I get the folder inserted with the right FolderTypeId and other fields it does not appear, but if I create this static folder and insert it into ContactFolder instead it shows up and works fine.

Do accounts lack static folder functionality, or is there more I would need to do?
