Implementing black list contacts while uploading

Hi,

I have a requirement where contacts to be blacklisted.

User uploads a file with blacklisted Names and Mobile Numbers. All contacts that have matching Names and Mobile Numbers, An Activity should be created.

For Other members on the list A New contact needs to be created blacklisted.

what is the most efficient way to implement this requirement
