In our system we have different organizational roles depending on the city where the user works. 

Imagine we have city "MAULE", so every user from Maule has this organizational role.

Apart from that, only users from Maule can read and edit cases created on that city.

The problem we are having is that after changing the user role (from Maule to another city), his main page is blank. We want him to see cases from the second city.

Something weird is that after adding the management role to the user the problem is solved.

However, not all users are managers, so this is not a solution. Apart from that, with the management role, users can see not only the second city cases but also the ones from Maule. They are supposed to see only the second city ones.

Have you checked workplace settings? Users without management role might not have access to any workplace.

Hello!

People from city "A" can see cases from "A" and cases from "B" can see cases from "B". The problem is changing from "A" to "B", after that we have the blank page.

Apart from that, when I click "+" in the blank page and I try to create a new case, I have this error:

The record displayed only has premissions set for Maule.  If you remove the user from Maule, they should no longer be able to see the record. If you want other people to see the record, you need to add a role to the record that they are in.  What do the permissions on the other records look like? Has the user been assigned to them?  The user may have access to read records in a section in general, but if you have records permisssions enabled and they have no permissions on the records, they won't be able to read the records.
