i need to use the historical campaign data in designing future campaigns as well as option to save campaign as template which can be reused and easily modified to create similar campaigns
You can simply copy existing campaign and modify this copy if needed and use this original campaign as a template for new campaigns. But I will create an idea to our R&D team so they could add a logic that allows saving some campaign schema as a template so to use it in future.
